FedEx will impose a demand surcharge on parcel shipments from China, Hong Kong, and the Philippines to the U.S., the company announced.
The temporary fee, set to expire on May 2, is $0.45 per pound, with a minimum charge of $1 per shipment. This follows a previous surcharge of $1 per pound that was in effect from September through January for imports from the same regions.
Note that many cross-border parcel shippers rely on the de minimis exemption—which allows shipments under $800 to enter the U.S. duty-free—to avoid additional costs like tariffs. Not coincidently, starting May 2nd, this exemption will no longer apply to goods originating from China and Hong Kong, with more countries to be added as systems for duty collection are implemented.
In response, FedEx will update the fees it charges for processing de minimis-eligible imports through customs beginning on that date.
