UPS is making changes to its international fuel surcharge structure, effective November 24, 2025.
These updated fuel surcharge rates for its International Air-Export and Air-Import services reflect rising U.S. Gulf Coast jet fuel prices tracked by the U.S. Energy Information Administration (EIA).
Under the new schedule, surcharge percentages will increase across the board. For example, as of November 20, 2025, the price of U.S. Gulf Coast jet fuel is $2.35 per gallon. This means the fuel range will rise:
These rates will continue to rise incrementally as fuel prices increase.
Because the surcharge is adjusted weekly, shippers should expect continued variability, with higher percentage tiers likely driving noticeable cost increases for air shipments through late 2025 and beyond.
