UPS has officially announced its 2025 Peak (Demand) Surcharges—less than one month before they go into effect on September 28, 2025. These surcharges will run through January 17, 2026, and come with changes that leave shippers little time to prepare.

## Key Highlights 

- UPS announced late, leaving less time for planning. 
- A new price increase (“Peaking Factor”) adds cost for high-volume shippers. 
- Year-over-year increases are less steep than 2024, but still meaningful. 
- Shippers sending 20,000+ packages per week risk triggering UPS’s Peaking Factor.  

While Air surcharges are somewhat more moderate this year, Ground Saver and Ground Residential shippers—especially those moving lightweight packages—will likely face the biggest cost pressure. And with an additional increase on Additional Handling, Large Package, and OverMax fees during the Demand holiday weeks (Nov. 24 – Dec. 28), oversized shipments will continue to carry a heavy burden.
